Summary

The Family and Community Engagement (FCE) Coordinator is responsible for promoting and coordinating high-quality family engagement, community partnerships, and program governance within the Early Head Start program. This role supports the development of systems and strategies that foster family well-being, strengthen parent leadership, and ensure compliance with Head Start Program Performance Standards (HSPPS). The FCE Coordinator collaborates across service areas, mentors staff and uses data to drive continuous improvement in family outcomes.

Essential Duties And Responsibilities

  • Supports and promotes the mission of the Agency: Foothill Family empowers children and families on their journey to achieve personal success.
  • Ensures the delivery of high-quality, culturally and linguistically responsive family engagement services across all program components to support positive family outcomes and school readiness.
  • Assists in developing systems and procedures for innovative PFCE services aligned with HSPPS and Agency goals.
  • Collaborates with the PFCE Manager to develop strategic plans that enhance parent, family, and community engagement.
  • Leads planning and coordination of the annual transition event to support successful transitions for children and families exiting Early Head Start (EHS).
  • Coordinates and implements parenting curriculum workshops to promote parent engagement and child development knowledge.
  • Drives to attend community collaborative meetings, deliver family engagement trainings, support staff in the field with high-risk cases, and conduct monitoring and observations.
  • Engages with community members and agencies to support families and expand access to resources.
  • Represents the Agency at community meetings, outreach events, and inter-agency collaborations.
  • Coordinates Early Childhood Education presence at Agency and community events.
  • Utilizes program data to establish and strengthen partnerships, including developing Memorandums of Understandings (MOUs) to enhance EHS service delivery.
  • Manages all aspects of program governance, including Policy Council and Parent Committee meetings, elections, training, and compliance.
  • Facilitates Policy Council meetings using Robert’s Rules of Order and ensures alignment with Agency and Board policies.
  • Maintains active Policy Council membership to support program decision-making and parent leadership development.
  • Trains and guides staff, Childcare Partners, and parents in Head Start governance and PFCE principles.
  • Maximizes use of ChildPlus to develop tracking systems and monitoring tools for PFCE services.
  • Implements ongoing monitoring systems to ensure compliance and drive quality improvement.
  • Analyzes and reports family outcomes data to stakeholders, identifying trends and areas for improvement.
  • Collaborates with Family Services Specialists, Home Visitors, and the Early Childhood Education team to support high-need families and track parent-focused in-kind contributions.
  • Participates in Multi-Disciplinary Team meetings to support coordinated service delivery.
  • Supports recruitment efforts to maintain a waitlist of eligible children with disabilities.
  • Attends and contributes to scheduled individual and group supervision meetings.
  • Coordinates and delivers PFCE and governance training for staff, Childcare Partners, and parents.
  • Supports parent participation in external conferences and training opportunities.
  • Engages in professional development to enhance service quality and knowledge.
  • Provides care or services to minors or comes into contact with minors as part of their job duties.
  • Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
  • Drives and accompanies parents to conferences and training opportunities outside of the Agency, as needed.
  • Travels between Foothill Family sites and in the community for training, meetings, and other in-person interactions.
  • Attends in-person meetings and events at various locations within the Los Angeles County and surrounding areas.
  • Displays sensitivity to the service population’s cultural and socioeconomics characteristics.
  • Performs work in a safe manner at all times and ensures that other individuals do not put themselves or others at risk.
  • Follows all policies, procedures and legal mandates including HIPAA, staff and client confidentiality, releases of information, protected health information (PHI) and client files.
  • Ensures performance and behaviors support the Agency’s performance quality improvement (PQI) goals and objectives.
  • Reports to work on time and maintains reliable and regular attendance.
  • Performs other duties as assigned.

Position Requirements

  • BA/BS in Child Development, Human/Family Development, Social Work, or related field required or AA degree in the same fields plus 3 years of relevant experience.
  • Two (2) years of Head Start/Early Head Start experience preferred.
  • Demonstrated familiarity with and has used Roberts Rules to govern meetings to effectively assist in group decision making.
  • Bilingual in English/Spanish preferred.
  • Ability to keep information confidential.
  • Ability to analyze complex data, report on outcomes to stakeholders, and make program recommendations.
  • Excellent written and oral communication skills, detail oriented.
  • Sound organizational and time management skills.
  • Proficient in Microsoft Office including excel.
  • Excellent interpersonal skills, including the ability to facilitate meetings and work cooperatively as a team member.
  • Proven track record collaborating with various leaders establishing partnerships with service providers. Ability to be an excellent representative of the Agency to the community.
  • Knowledge and sensitivity to cultural differences.
  • Valid CA Driver’s License and maintains insurability on the Agency’s auto liability policy (including a minimum of 2 years driving experience after receiving license) and maintains the California state required auto insurance liability limits.
  • Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
  • Must not be excluded, suspended, debarred or otherwise made ineligible on the Federal, State or County Sanctions lists.
